Naruto: Ninja Council is a strategy and beat 'em up game developed by Aspect for the Game Boy Advance, released in 2003 as the first entry in the Ninja Council series. Known in Japan as Naruto: Saikyou Ninja Daikesshuu, the game loosely adapts the storyline from the Prologue — Land of Waves arc through the Chuunin Exams arc. Players work through more than 40 missions involving protection, defense, and combat objectives, collecting scrolls that unlock chakra-powered abilities such as breaking walls and generating whirlwinds. A roster of 20 playable characters is available alongside an interchangeable attack system. Beyond the story mode, the game offers four distinct modes in total, touch pen support with dual-screen functionality, and wireless multiplayer for up to four players. Special attacks can be triggered either via the stylus on the touch screen or by blowing into the microphone.
