State of Emergency is a hack-and-slash action game developed by VIS Entertainment and released in 2002 for PlayStation 2, Xbox, and PC. Players select from five playable characters — Spanky, an ex-gang member; McNeil, a former cop; Bull, an incarcerated criminal; Libra, a lawyer; and Phreak, an orphan — each participating in a range of missions that include rescue operations, assassination targets, and demolition objectives. Combat draws on an extensive arsenal of conventional and improvised weapons, from shotguns, machine guns, rocket launchers, flamethrowers, and gatling guns to tear gas and Molotov cocktails. Environmental objects such as benches, traffic cones, signposts, and trashcans can also be wielded, and breaking into shops allows players to turn everyday items like televisions and DVD players into makeshift weapons. Enemies include gang members, skinheads, and forces representing a powerful organization called The Corporation.
