Set before Bond earns his famous designation, the game follows a young Naval air crewman whose exceptional actions earn him a place in MI6's newly revived Double 0 program. When a mission against a rogue agent ends in tragedy, Bond must work alongside a reluctant mentor named Greenway to uncover a deep conspiracy and prevent a coup threatening the heart of the State. Gameplay spans multiple international locations, incorporates iconic vehicles, and supports varied approaches to each mission — players can engage in direct combat, use stealth, deploy gadgets, or talk their way past guards. A mission replay system with optional modifiers extends replayability beyond the main campaign.

After a final confrontation with Webb's son Damien in the tunnels beneath MI6, Bond earns his 00 status and designates himself 007, vowing to track down Isola and recover the stolen THEIA core.
