Dynasty Warriors 4: Empires is a strategy-inflected spin-off of Dynasty Warriors 4, developed by Omega Force and released in 2004 for PlayStation 2. Drawing inspiration from Romance of the Three Kingdoms, it blends the series' hack-and-slash combat with turn-based empire management. The central campaign mode allows players to select from 42 rulers across 24 regions of ancient China, with the option to create a custom character as well. Starting from a modest kingdom, the overarching objective is to expand through conquest until all rival states are subdued. Each turn presents a choice among four governing actions recommended by the player's generals, followed by a single strategic decision — typically the invasion of a neighboring province, the defense of held territory, or lending military support to an allied faction. This structure gives the game a distinctly deliberate, politically minded pace compared to the mainline Dynasty Warriors entries.
